Chad Laboratories are a dedicated provider of Cosmetic Product Safety Reports (CPSRs) as required by EC Regulation 1223/2009 for small to medium size manufacturers of cosmetics and provide a quality service. We are here to support fully through the assessment process that ultimately enable the sale of cosmetic products legally into the EC market place.

Since the regulation EC 1223/2009 on Cosmetics Products came into force, a Responsible Person (RP) must be designated for each cosmetic product placed on the EC market. The RP guarantees your compliance to the European Standards and therefore makes sure that the product is safe for human health under normal and reasonably foreseeable conditions.

Cosmetic Product Safety Reports

The CPSR takes the form of two distinct sections, Parts A & B as specified by Regulation EC 1223/2009 which came into effect in July 2013.

We are able to provide reports that are in full compliance with the following prescribed content and we are happy to advise exactly what is required in layman's terms for those who are new or inexperienced with regard to the industry and the said regulations.

PART A – Cosmetic product safety information

  • 1. Quantitative and qualitative composition of the product.
  • 2. Physical/chemical characteristics and stability of the cosmetic product.
  • 3. Microbiological quality.
  • 4. Impurities, traces, information about the packaging material.
  • 5. Normal and reasonably foreseeable use.
  • 6. Exposure to the cosmetic product.
  • 7. Exposure to the substances.
  • 8. Toxicological profile of the substances.
  • 9. Undesirable effects and serious undesirable effects.
  • 10. Information on the cosmetic product.

PART B – Cosmetic product safety assessment

  • 1. Assessment conclusion.
  • 2. Labelled warnings and instructions of use.
  • 3. Reasoning.
  • 4. Assessor’s credentials and approval of part B.

Product Information File (PIF)

The Product Information File (PIF) is drafted for each cosmetic product put on the EC market. The RP guarantees that any product placed on the market is linked to a relevant PIF. The RP keeps the PIF for a period of 10 years after placing the last batch on the market. Also, the RP ensures that the competent authority of the Member State which houses the PIF can access that file easily (electronic or paper), at the location indicated on the label.

The Manufacturing Process

Good Manufacturing Practices (GMP) provides guidelines for the production, control, storage and shipment of cosmetic products. The RP must ensure the compliance with GMP according to Article 8 of the Cosmetics Regulation. The compliance declaration is included in the PIF of each cosmetic product.

The Cosmetic Product Notification Portal (CPNP)

The regulation EC 1223/2009 requires the RP to forward to the EC product information as part of the CPNP portal notification, such as:

The category of cosmetic product and its name or names, enabling its specific identification.

The name and address of the Responsible Person where the product information file is made readily accessible.

The country of origin in the case of import.

The Member State in which the cosmetic product is to be placed on the market.

The contact details of a physical person to contact in the case of need.

The presence of substances in the form of nanomaterials.

The name and CAS number (Chemical Abstracts Service or EC number) of substances classified as carcinogenic, mutagenic or toxic for reproduction, of category 1A or 1B, under Part 2 of Annex VI to regulation EC 1272/2008.

The frame formulation allowing for prompt and appropriate medical treatment in the event of difficulties.
